Rutgers WPF Indonesia is working to address various challenges and problems faced by young people regarding their sexual and reproductive health and wellbeing. We do this amongst others, through empowering them through comprehensive sexuality education.  Sexuality is not necessarily about sex, but also related to health, being comfortable with their body, as well as respecting other people’s rights. Comprehensive refers to providing accurate and complete information and building skills that help young people to develop their knowledge and behavior so they are aware of their own health and sexual development, and respect other people’s rights. CSE needs to be attractive and conducted using creative approaches to meet the different needs of youth tailored to their age. Rutgers approach to programmes include research, M&E, advocacy and knowledge management.

Explore4Action is a pioneering 4-year research programme aiming to understand how sexual and reproductive health attitudes, behaviours and outcomes change over time in Indonesian adolescents and how they are impacted by Rutgers’ reproductive health education for 12-14 year olds, SETARA. The programme includes a research and an advocacy part. The research part consists of three research tracks: (i) the Global Early Adolescent Study - a longitudinal study focusing on 10-14 year olds, (ii) qualitative research involving young people as co-researchers and (iii) implementation research exploring the factors needed for successful implementation and scale-up of reproductive health education in Indonesia. In collaboration with Universitas Gadjah Mada (UGM), local branches of PKBI and schools, evidence will be gathered in three sites in Central Java, Lampung and Bali. The advocacy part of E4A involves working with local and national stakeholders to use the evidence generated by the research to make the case for better services and health education for young people in Indonesia.

Rutgers is seeking a Program Coordinator (PC) to coordinate the Explore4Action programme, including managing the budget, program implementation, leading monitoring and evaluation processes and leading the development and implementation of advocacy strategies. The PC will also have a role in quality control and development and resource mobilisation outside E4A.

Job Description

Main tasks and responsibilities

Project management

  • Coordination of strategies and activities under Explore4Action.
  • Timely and quality project management including budget management, M&E and reporting
  • Collaboration and communication with the international partners (Rutgers Netherlands, Johns Hopkins University, Karolinska Institute); participation in the international E4A coordinating council.
  • Ensure alignment of E4A with Rutgers’ central approaches of meaningful youth participation and a positive Rights Based Approach, e.g. through capacity building visits to partners and local research teams
  • Ensure alignment of E4A with other Rutgers programs
  • Ensure quality collaboration with and delivery by E4A partners on research, advocacy and dissemination activities

 

Monitoring, evaluation and learning

  • Responsible for documentation, monitoring and evaluation of E4A advocacy processes and results. This includes annual evaluation with key stakeholders on how they value their engagement in the E4A program and the E4A findings
  • Monitor and evaluate with the youth researchers and youth advocates how they value their engagement in the project and when needed work with their supervisors to improve or optimize their meaningful engagement
  • Produce quality project documentation and reports in English
  • Facilitate learning and improvement process with PKBI’s and youth fora, and within Rutgers

 

Research

  • Manage the contract with UGM at national level together with Rutgers WPF Indonesia Research focal point.
  • Support UGM in aligning research design, methods and analysis with principles of a positive Rights Based Approach and meaningful youth participation
  • Provide technical support to site research teams during qualitative data collection, ensuring quality in-depth interviewing/focus group discussions, and child/youth friendly participatory methods.
  • Provide technical support for qualitative data analysis and interpretation
  • Support research teams to engage positively with local partners and schools and create a safe arena for meaningful youth engagement

 

Advocacy

  • Support the Advocacy Focal Point in the development of a national joint advocacy strategy and planning and organisation of central knowledge exchange activities
  • Coordinate local advocacy at the three sites including cultivating relationships with key local stakeholders and youth advocates, and proactively work with PKBI Directors to develop, facilitate and deliver advocacy strategies using the evidence from E4A
  • Facilitate processes to optimize stakeholder ownership over data and utilisation of research findings to scale up ASRHR strategies in Indonesia
  • Identify, support and build capacity of youth advocates to be involved in E4A advocacy and research utilisation activities.
  • Support and encourage the documentation of local advisory committee meetings and local advocacy processes
  • Support the development of messages, materials and tools for stakeholders to use in their work to promote ASRH strategies
  • Play an active role in dissemination and public events

 

Resource mobilization

  • Support Rutgers WPF Indonesia management team in resource mobilization including identifying potential funding opportunities, cultivating relationships with donors and writing and submitting grant proposals.

 

Quality control and Intervention Development

  • Support Rutgers WPF Indonesia management team with quality control of programs ; integration of evidence and lessons from E4A into other programs and to use for program/intervention development.

 

Person specification

  • Excellent project management skills and experience of managing complex projects with multiple international partners, preferably experience of managing advocacy and/or research projects
  • Proven experience in qualitative research with experience of participatory methods a strong asset
  • Proven experience of advocacy with existing relevant networks a strong asset
  • Experience in preparing monitoring reports for international donors
  • Commitment to Rutgers’ central approaches of meaningful youth participation and a positive Rights Based Approach
  • Experience of line management of staff, experience of remote management an asset
  • Excellent interpersonal, communication and diplomatic skills. Proven leadership and strategic thinking skills
  • Good understanding and supportive of young people’s role in research and advocacy, ability to create safe arena for young people to contribute to E4A outcomes.
  • Fluency in English both oral and written is a MUST.

 

Terms of employment

The appointment is a full-time position of 40 hours per week. We offer a one-year contract with possibility of extension. The post holder will be based at Rutgers WPF Indonesia office in Jakarta with frequent travel to the three research sites in Central Java, Lampung and Bali.

Midterm Evaluation Prevention+

Background

Since 2016, Rutgers is the lead organization for Prevention+. Prevention+ is a five-year multi-country programme that addresses the root causes of gender-based violence by focusing on men as agents of change and promoting healthy masculinities based on equality, caregiving, and non-violence. Prevention+ is funded by the Dutch Ministry of Foreign Affairs and is being carried out in Indonesia, Pakistan, Uganda, Rwanda and MENA countries. Prevention+ is funded under the FLOW (Female Leadership of Women) budget and runs from 2016-2020. More detail of Prevention+ programme can be downloaded onhttps://www.rutgers.international/programmes/prevention-programme.

Prevention+ has now reached its half-way mark and requires a Mid Term Evaluation (MTR) to take place in Indonesia that will assess the achievements thus far, and the contribution that Prevention+ Indonesia has made to reaching those achievements. For this purpose, the Rutgers Indonesia is looking for engaging consultant(s) to conduct the MTR as per following Terms of Reference.

 

Objectives of the MTR Indonesia

During the first semester of 2018 a mid-term review (MTR) of the Prevention+ programme in Indonesia will be conducted in order to provide insight into the progress of the and to inform strategic decisions on the way forward in the remaining two years of the Prevention+ programme. The review is will pave the way for improved programme delivery for the remaining duration and will propose amendments and recommendations in programme design, implementation arrangements and/or institutional linkages in order to effectively and sustainability contribute to the objectives of the Prevention+. The MTR is an opportunity to build on the Prevention+ Indonesia programme’s existing monitoring and evaluation plans, to review the Theory of Change and main assumptions in the original and country proposal.

 

The mid-term review needs to answer the overall guiding question:

  • In the remaining life of the Prevention+ programme, what changes should be made to the programme design and implementation to maximize the programme’s expected impact and outcomes by end 2020.

 

The MTR needs to address the following objectives:

  • To assess country programme progress and gaps towards the achievement of the 5-year goals and targets and reflect on assumptions in the country Theory of Change (TOC).
  • To inform country programme 2019-2020 planning by illuminating aspects of the programme that may be underperforming or lagging behind, and opportunities to build on existing achievements. For example, the MTR findings may demonstrate that an intervention is not effective at achieving specific outcomes, and the partner may decide to adapt or redesign the intervention.
  • To gather information to assess and strengthen country programme strategies for sustainability, institutionalization and scale-up.

 

The mid-term review Indonesia will assess the following areas:

  • The country programme progress, strengths, weaknesses, including:
    • Progress towards achieving outputs
    • Progress towards achieving outcomes
    • Progress towards sustainability, institutionalization and/or scale-up
    • Assessment of financial expenditure

 

Key Focus Areas

The MTR will assess the Prevention+ Indonesia according to standard evaluation criteria, as elaborated below:

 

Relevance:

  1. Assess the contribution of the programme towards the achievement of holistic manner reflecting the socio-ecological model (linking individual/relationship, community, institutional, and government levels)?
  2. Analyze whether the programme’s community-based approach addresses the needs and demands of the beneficiaries in a disaggregated manner (for men and women), and the community response.
  3. Assess the relevance and effect of technical assistance and capacity building given to the community members.

Effectiveness

  • Review whether the programme has accomplished its outputs. In particular the mission should review:
    • Area selection criteria and its implementation
    • Targeting strategy for the identification of programme beneficiaries including both men and women.
    • Any emerging effect of the programme on beneficiaries including both men and women.
  • Assess the performance of the programme so far with particular reference to qualitative and quantitative achievements of outputs and targets as defined in the programme documents and work-plans and with reference to the programme baseline.
  • Assess the effectiveness of the cost sharing arrangements:
    • Between the programme and beneficiary communities
    • Between the Government of Indonesia and Rutgers
  • Based on the progress so far and ground situations, suggest / recommend any changes to the above cost-sharing arrangements 

 

Efficiency

  • Assess whether the programme has utilized programme funding as per the agreed work plan to achieve the programmd targets.
  • Assess the qualitative and quantitative aspects of management and other inputs (such as equipment, monitoring and review and other technical assistance and budgetary inputs) provided by the programme vis-à-vis achievement of outputs and targets.
  • Identify factors and constraints which have affected programme implementation including technical, managerial, organizational, institutional and socio-economic policy issues in addition to other external factors unforeseen during the programme design.

 

Sustainability and Impact

  • Assess preliminary indications of the degree to which the programme results are likely to be sustainable beyond the programme’s lifetime (both at the community and government level), and provide recommendations for strengthening sustainability.
  • Assess the sustainability of the programme interventions in terms of their effect on male involvement and women empowerment

 

Network/linkages

  • Evaluate the level, degree and representation by the beneficiaries and stakeholders, (government and partners etc.) in the implementation of the programme (with particular attention to the development, testing of community-based approaches towards assets creation and diversification, especially for women and accessing technical assistance inputs outside the programme).
  • Assess the programme’s knowledge management strategy and outreach and communications to all stakeholders.

 

Lessons learnt/Conclusions

  • Analyze areas for improved program planning, especially with respect to setting targets, relevance and capacity of institutions for programme decision making and delivery.
  • Identify significant lessons or conclusions which can be drawn from the programme in terms of effectiveness, efficiency, sustainability and networking. Special attention may be given to the security situation and the coping strategies developed by the program to maintain work momentum.

 

Outputs - Deliverables

The Mission’s findings and recommendations will be thoroughly discussed with the Rutgers Indonesia and program partners during and also at the end of the MTR. The Mission will complete and submit a draft final report in Bahasa Indonesia and English. The Mission Leader will finalize the report in the light of comments/suggestions of stakeholders. The key outputs of the MTR are:

(a)   Inception Report: consisting of tools/instrument that will be used in data collection, data collection plan, analysis plan, and report outline format;

(b)   First draft of report: consisting of key finding from desk review, In-depth interview, and review session (including preliminary recommendations) at national level;  

(c)   Second draft of report: consisting of consisting of key finding from desk review, In-depth interview, and review session (including preliminary recommendations) at Provincial/District Level, including analysis result of whole findings and plan of analysis of financial aspects of the program;

(d)   Final Reports: covers the whole of findings, analysis, conclusion and recommendation that refer to guiding questions and objective of MTR. This also include annexes of changes of the program documents to provide clear understanding of program progress.

 

The report should be in English, logically structured, contain evidence-based findings, conclusions, lessons and recommendations, and should be free of information that is not relevant to the overall analysis. The report should respond in detail to the key focus areas described above. It should include a set of specific recommendations formulated for the program, and identify the necessary actions required to be undertaken, who should undertake those and possible time-lines (if any).  Program stakeholders will provide comments on the Draft Report, and the Mission will finalize the report in view of these comments.

For presenting and discussing the draft final report interactively, the consultants will facilitate a one-day concluding workshop for the program stakeholders.

Consultants

Rutgers Indonesia would like to contract a team of consultants (with one lead consultant), each of the consultants with at least 8 years of humanitarian aid experience related to gender, gender equality, male involvement, women’s economic empowerment, community-based programming, with excellent understanding of monitoring and evaluation frameworks and flow respectively.

 

The full team should together have experience and expertise in the following areas:

  •   Evaluation expertise of complex multi-partner programmes;
  •   Evaluation and subject  matter expertise in evaluating activities related to gender equality, male involvement, women’s economic empowerment, and community-based programming approaches;
  •   Track record of evaluations in South/Southeast Asia
  •   Experience with both qualitative as well as quantitative evaluation methods (especially with regard to the capacity to conduct complex in-depth review sessions with selected target groups).
  •   Perfect English language skills.

 

Methodology

The mission will adopt a consultative and participative approach. This will include field visits to program sites and meetings with communities/program direct beneficiaries/government bodies at district/provincial/national level. The program sites include Yogyakarta, Lampung, and Jakarta to collect first-hand information. The MTR will start with a meeting at Rutgers Country Office and conclude with a debriefing meeting with Rutgers and other program partners.

Lowongan Tenaga Ahli Penelitian Youth-Adult Partnership untuk PKBI

 

Sejak tahun 2016, Rutgers WPF Indonesia bersama mitra pelaksana di 7 (tujuh) kota mengimplementasikan program GUSO (Get Up Speak Out) dan YID (Yes I Do) di 7 kota di Indonesia. Program tersebut fokus pada peningkatan akses remaja ragam identitas terhadap edukasi dan layanan kesehatan seksual dan reproduksi dimana remaja diberdayakan menjadi aktor kunci dalam mendorong hasil-hasil kunci yang ingin diwujudkan oleh Program GUSO dan YID.

Dalam Program GUSO, 4 (empat) PKBI Daerah bersama dengan Youth Center PKBI menjadi mitra pelaksana Rutgers WPF Indonesia di Jakarta, Lampung, Semarang dan Denpasar; dan dalam Program YID, 3 (tiga) PKBI Daerah yaitu Lombok Barat, Sukabumi dan Rembang. Semua PKBI Daerah memiliki pola yang sama dimana menjadi basis pelaksana kegiatan-kegiatan program HKSR remaja.

Rutgers memiliki misi untuk meningkatkan kapasitas mitra Rutgers yang sangat berpengaruh pada target dan capaian program. Begitupun PKBI melihat YC sebagai investasi berharga dalam pelopor program-program remaja. Hal ini akan tercapai dengan ditemukannya model pengelolaan dan manajemen proyek terbaik melalui sebuah riset.

Sehubungan dengan hal itu, Rutgers WPF Indonesia bekerjasama dengan PKBI Pusat berencana melakukan riset operasional untuk merumuskan grand-design Youth Center PKBI.

Tujuan Kegiatan

  1. Memetakan kesenjangan dan kekuatan organisasi, managerial dan kapasitas teknis Youth Center PKBI dalam mengelola proyek-proyek yang bersifat terbatas (restricted).
  2. Merumuskan (kembali) grand-design Youth Center PKBI menggunakan prinsip Youth Adult Partnership (YAP) yang mampu meningkatkan dampak program pada penerima manfaat".
  3. Merumuskan action plan.

Aktivitas Kunci

  1. Kick-Off workshop dengan Rutgers dan PKBI Pusat
  2. Pengumpulan data mitra YC GUSO dan YID.
  3. Mini workshop verifikasi hasil temuan lapangan.
  4. Finalisasi Laporan.

 

Estimasi waktu kerja adalah 20 hari dengan batas waktu hingga tanggal 20 Desember 2017.

  1. Pernah menjadi peneliti utama dengan minimal pengalaman sebagai peneliti 5 tahun.

  2. Keterampilan, pengalaman dan kualifikasi yang relevan dalam metode penelitian kualitatif dan kuantitatif.

  3. Mampu mengembangkan alat bantu untuk pengambilan data lapangan, relevan dengan data dan cerita yang dibutuhkan.

Magang Program Yes I Do

Sejak tahun 2016, Rutgers WPF Indonesia, Plan International Indonesia dan Aliansi Remaja Independen (ARI) berkolaborasi dalam sebuah aliansi untuk mencegah dan mengurangi perkawinan anak, kehamilan remaja dan praktik berbahaya terhadap kesehatan reproduksi perempuan melalui Program Yes I Do (YID). Program YID dilaksanakan di 12 desa di Kabupaten Sukabumi, Rembang dan Lombok Barat. Program ini diharapkan dapat mendorong perubahan perspektif dan sikap masyarakat dan Pemerintah dan mencegah perkawinan anak, kehamilan remaja dan praktik berbahaya terhadap kesehatan reproduksi perempuan di desanya.

Saat ini, kami membutuhkan tenaga magang berusia remaja (19-24 tahun) yang berpengalaman untuk membantu mempercepat implementasi kegiatan dan pencapaian target serta kualitas program YID sesuai dengan jadwal yang disepakati pada periode tahun 2017.

Tujuan

  1. Membantu tim Program YID secara teknis untuk mempersiapkan dan mengimplementasikan kegiatan-kegiatan YID di tingkat nasional hingga akhir periode tahun 2017.
  2. Meningkatkan pengalaman kerja remaja usia 19-24 tahun melalui paparan dan keterlibatan praktis dan terpandu dalam Program YID yang dikelola oleh Rutgers WPF Indonesia.

Tugas

  1. Menerjemahkan daftar rencana kerja (workplan) Program YID menjadi detail persiapan pelaksanaan kegiatan.
  2. Melakukan eksekusi kegiatan yang direncanakan berkoordinasi dengan PO. YID.
  3. Membantu secara teknis untuk proses finalisasi modul/ panduan/ media KIE YID.
  4. Membuat laporan kegiatan yang dilaksanakan sesuai dengan SOP.

Hasil

  1. TOR dan anggaran per kegiatan, logistik yang dibutuhkan dan kelengkapan administrasi sesuai SOP.
  2. Kegiatan terlaksana sesuai TOR (hasil, proses, anggaran dan waktu).
  3. Modul final selesai sesuai timeline.
  4. Laporan hasil setiap kegiatan yang telah diimplementasikan.

Durasi

Tenaga magang selama 2,5 bulan, dimulai minggu ketiga Oktober hingga akhir Desember 2017.

Kualifikasi

  • Usia maksimal 24 tahun pada saat magang berlangsung.
  • Memiliki pengalaman merencanakan, mengimplementasikan dan membuat laporan kegiatan (minimal 1 tahun).
  • Memiliki pandangan dan nilai positif terkait isu kesehatan reproduksi dan seksualitas remaja serta transformasi gender.
  • Mempunyai jiwa kepemimpinan dan mampu bekerja dalam tim.

Konsultan Gender Specialist

Dalam menerapkan program Prevention+, Rutgers WPF Indonesia sedang mencari terobosan terkait paduan dari hasil kerja kami terkait pelibatan laki-laki dalam program-program pemberdayaan ekonomi yang berfokus pada perempuan yang berkeluarga. Terdapat asumsi, bahwa program pemberdayaan ekonomi yang hanya ditargetkan perempuan dapat berdampak pada relasi suami-istri, oleh sebab itu, Rutgers berupaya untuk melihat lebih jauh proses pendampingan program pemberdayaan ekonomi dan mempelajari sejauh mana integrasi progam pelibatan laki-laki akan berkontribusi dalam pencapaian kesuksesan program tersebut.

Tujuan Kegiatan

  • Mengidentifikasi organisasi-organisasi yang fokus pada program pemberdayaan ekonomi dengan target utama perempuan yang sudah memiliki tata kelola dan standarisasi intervensi. Diutamakan organisasi yang berada di sekitar Jakarta, Lampung dan Yogyakarta, konsultan dapat mengajukan 1-2 lokasi lain jika dirasa perlu.
  • Memahami dan memetakan design dan intervensi yang sudah dilakukan untuk program-program pemberdayaan ekonomi, (dianjurkan menggunakan pendekatan ekologis supaya dapat memetakan enabling environment)
    • Minimal 2 dari program LSM

  • Memetakan kebijakan yang sudah dibuat terkait pengarus utamaan Gender (Gender Mainstreaming) dalam program-program pemberdayaan ekonomi tersebut.

Keluaran

Dokumen tentang integrasi pendekatan gender transformatif yang di dalamnya mencakup:

  • Identifikasi organisasi-organisasi yang fokus pada isu pemberdayaan ekonomi perempuan dan analisis SOP pengarusutamaan gender dalam organisasi tersebut.

  • Memetakan desai dan intervensi yang sudah dilakukan oleh organisasi tersebut.

  • Memetakan kebijakan yang sudah dibuat dalam pengarusutamaan gender (gender mainstreaming) dalam program-program pemberdayaan ekonomi perempuan.

  • Memberikan rekomendasi arah bagi Rutgers WPF Indonesia dan mitra untuk mengintegarsikan gender transformative approach ke dalam isu pemberdayaan ekonomi perempuan.

Penyampaian Proposal

  • Struktur proposal dapat termasuk (tetapi tidak terbatas pada):
    • Fokus, tujuan, dan lingkup
    • Cara pengambilan data dan informasi
    • Ketersediaan sumber daya untuk menghasilkan keluaran yang diinginkan termasuk CV calon konsultan
    • Deskripsi penyelesaian dokumen yang meliputi isu yang akan disorot, pengumpulan data – Sumber data dan pengkodean untuk memastikan ketetapan bukti dan temuan, manajemen data (bagaimana data akan dikumpulkan, dianalisis, dan diintegrasikan untuk mencapai keluaran).
    • Pertimbangan etis
    • Rencana kerja
    • Manajemen risiko
    • Anggaran
  • Portofolio berupa contoh tulisan atau bentuk laporan yang pernah dibuat
  • Konsultan akan bekerja sama dengan tim quality control yang terdiri dari PMEL Coordinator, SGBV Specialist, dan PO Prevention+
  • Format dan outline laporan akhir disepakati bersama sebelum proses penulisan.

Kualifikasi Konsultan

  • Seorang Gender Specialist yang biasa bekerja dalam program pemberdayaan ekonomi perempuan, dengan pengalaman langsung > 8 tahun.

  • Diutamakan yang juga memiliki pemahaman mengenai gender based violence dan gender transformative approach.

  • Memahami isu pelibatan laki-laki (male involvement) dalam menurunkan angka kekerasan berbasis gender.

  • Diutamakan mempunyai pengalaman dalam melakukan studi kebijakan

  • Diutamakan mempunyai pengalaman advokasi di level daerah maupun nasional

  • Memiliki kemampuan fasilitasi yang baik

  • Mampu berkomunikasi dalam bahasa Indonesia dan bahasa Inggris dengan baik

  • Memiliki kemampuan menulis yang sangat baik

Linimassa

Konsultan diharapkan untuk membuat lini masa yang realistis dalam jangka waktu dua bulan, September-Oktober 2017.

Skema Pembayaran

Konsultan akan memberima honor berdasarkan skema sebagai berikut:

  • Pembayaran pertama sebesar 20% dari total kontrak yang dibayarkan setelah menandatangani kontrak

  • Pembayaran kedua sebesar 20% yang dibayarkan setelah Rutgers WPF menyetujui metodologi, rencana kerja (inception report)

  • Pembayaran ketiga sebesar 40% dibayarkan setelah pembuatan draf akhir laporan (draf 2).

  • Pembayaran akhir sebesar 20% dibayarkan setelah laporan akhir dikumpulkan.
